Arguments

• signedXdr: signed transaction XDR string.

• vcId: credential identifier.

• owner (optional): owner public key.

• vaultContractId (optional): Vault contract ID.

Return Value

• Store result including vc_id, tx_id, optional issue_tx_id, and optional verification.
